cue modules: move stdlib to pkg/alpha.dagger.io

In preparation for Europa, we will vendor multiple CUE modules:

- `pkg/alpha.dagger.io`: legacy non-europa packages
- `pkg/dagger.io`: core Europa packages
- `pkg/universe.dagger.io`: Europa universe
